21 October 2015 Our "Adult Education and Open Educational Resources" study released by European Parliament

“Adult Education and Open Educational Resources” is a 140-page “Study”, written by Sero, released by the European Parliament research office on 15 October.

It reviews the current use of Open Educational Resources in Adult Education in Europe (with a focus on Member States of the European Union – including the UK as one of the case study countries), assesses its potential and makes recommendations for policy interventions, taking account of the European Commission’s policy frameworks and those developed by the European Parliament and relevant European agencies. The majority of the research was carried out in the first five months of 2015.

The Study incorporates an Annex (starting on p. 77) including new research on over 12 Member States (with a focus on UK, France, Spain, Hungary, Sweden, Latvia, Germany and Romania), leveraging on a synthesis of existing research from a range of projects including POERUP (Policies for OER Uptake) and a 2014-15 study on SharedOER for the Joint Research Centre, augmented by more recent OER-related studies (D-TRANSFORM and SEQUENT) from Sero and others for the Joint Research Centre, Erasmus+ and the Lifelong Learning Programme. The work also was able to draw on some of the country reports for OERup!

The Study includes a Glossary (of over 80 items) and comprehensive bibliography (with over 410 entries) of papers and reports consulted.

The Executive Summary (pp. 7-9) gives a description of the report, the findings and a set of recommended policy interventions for the European Union and nearby countries.

The report was written by the Sero Beyond POERUP team with a team of advisors and country experts. Many others assisted the team in several ways – these are listed on p. 47. Within Sero, Paul Bacsich wrote the main report and Giles Pepler was overall Editor for the Annex – to which several country experts contributed. The UK case study (16 pp.) was written by Sara Frank Bristow.

25 August 2015 Open Knowledge Foundation "Open Education Country" reports all linked from the POERUP wiki, including now Moldova

We have now linked the Open Knowledge Foundation's blog postings on Open Education over the last six months for various countries into the relevant country pages of the POERUP wiki. The list includes Moldova, Lithuania, (Republic of) Macedonia, Australia, Kyrgyzstan, South Korea and Russia.

20 July 2015 SEQUENT project on "Quality in e-learning" (and OER) approved by European Commission

We are pleased to announce that the Final Report of the SEQUENT project has been approved by the European Commission. The deliverables include a "Showcases Report" on University 'showcases' for 'quality in e-learning' procedures done by key staff in POERUP:

11 March 2015 SharedOER project deliverables now in naked PDF

9 March 2015 SharedOER project deliverables released and other news

At the start of Open Education Week we are pleased to announce that the SharedOER project has released its first two deliverables:

  1. Deliverable 1 of SharedOER reviews initiatives relevant to Shared OER, concentrating primarily on the member countries of the Lifelong Learning Programme, with some detail also across other continents. The USA is not covered comprehensively, because the Common Core Standards are reviewed in Deliverable 2
  2. Deliverable 2 examines the recent development of Open Educational Resources (OER) and syllabi within the context of the Common Core State Standards (CCSS) in the United States. It analyses the impact that these newly introduced (2010) standards have had on the production, reuse and dissemination of OER in a number of states, as well as across state borders. A review of current state-based OER policies and practices is provided, along with an inventory of relevant implementation guides and content repositories.

The final deliverable will be released by IPTS in due course. For further details see SharedOER

15 January 2015 ADOERUP report being prepared - Open Educational Resources in Adult Education/Adult Learning in the European Union - information wanted

Sero has been commissioned to do a report for the Education and Culture Committee of the European Parliament on OER in Adult Education in the EU. Obviously we shall leverage on POERUP and on three relevant studies done for IPTS but we want to make sure we are up to date with the last 6 months of information on important projects developing OER for use specifically in Adult Learning (rather than spilling over into Adult Learning) - across all educational sectors: key skills (numeracy, literacy, IT skills, etc), school-level qualifications for adults, Vocational Education and Training, and University Education in a Lifelong Learning context.

We are particularly interested in the following Member States: UK, France, Germany, Spain, Hungary, Romania, Sweden and Latvia, but projects from any Member State are of interest.

Of course we shall be asking POERUP project staff as well as our network of consultants and advisors but we want a broader range of input.

For policy aspects we shall be talking in depth to authors of EU-level and Member State OER-related policy documents, to perform a realignment of POERUP-style recommendations to the Adult Learning domain.

12 January 2015 POERUP scrutiny completed

We understand that the European Commission have completed their review of POERUP and we expect more information shortly.

The POERUP wiki is therefore no longer "frozen" (as it had to be during the period of scrutiny of POERUP outputs by the Commission and their experts) and so new pages will appear in due course, with a focus on the "Beyond POERUP" projects now being undertaken by the POERUP team, in particular SharedOER and ADOERUP.

7 November 2014 POERUP deliverables all released

We are pleased to announce that, following the delivery of the POERUP Final Report and Deliverables to the European Commission, all POERUP reports are now publicly available online.

To be precise, all deliverables marked in the project plan as "Public" are now available online. The vast majority are released under Creative Commons BY SA 4.0 - in a few special cases other restrictions are indicated on the document. (If no copyright license is indicated, the wiki conditions at POERUP:Copyrights apply.)

The Key outputs are listed on a special section near the top of this page - and also on the POERUP page and on their own page.

The reports on case studies and on OER/MOOC policy recommendations for sectors and countries are expected to be of particular interest.


17 October 2014 POERUP Report on OER mapping

POERUP is pleased to release Deliverable 2.1 Edition 2 - Transversal and categorised inventory of OER Programmes and Initiatives – on maps

This describes the recent WP2 activities in terms of mapping OER and MOOCs on the wiki via Semantic Maps, and also stand-alone via Google Map Engine Pro and a Custom Map Tool.

25 September 2014 Forms-based search in the wiki for open education initiatives

While we can do quite a lot to pre-compute OER maps and tables, such as we do for most of the better-known OER countries, there is no substitute for users doing their own searches. There is a very effective Semantic Search function in the wiki at Special:Ask but the syntax is not easy for less experienced users. So we have brought on-stream a couple of simple search tools using the Forms feature of the wiki. These are:

  • Map OER by region‎, allowing one to specify one of the 250 or so regions currently plotted for OER to see what initiatives are located in the region
  • Map OER by owner, allowing one to specify one of the 400 or so institutions currently plotted for OER to see what initiatives it runs

We welcome comments as to whether more such simple tools would be useful.

Note that we shall make increasing use of combined maps and tables on the wiki, each one complementing the other.


19 September 2014 Open Education in Germany - Map for consultation

There may be much less funding for OER in Germany than in some other EU countries, and money is less specifically earmarked for OER and related open education activity, yet there is now a considerable amount of activity as the map/database shows at https://www.google.com/maps/d/edit?mid=zRMlXeY3TpsM.kyagvYX3QSH8 - with 49 initiatives spread across most German states and with significant activity at high-school level. This is even more intriguing given the initial negative Germany reaction to the UNESCO OER consultation a few years ago. Some experts point to the catalytic effect of the Wikipedia Deutschland conference on the topic. Others point to the gradual surfacing of "grassroots" activity - though given that much of this is from university computer centres and Länder-based schools entities, this is stretching the meaning of "grassroots". See what you think. This data will in due course be loaded into the main database.

On the basis of information in process of curation we estimate that the UK, US and German figures are going to be considerably higher and the Spanish figures somewhat higher, but that New Zealand will retain its leadership position.

Such calculations are now possible on the fly using Semantic Wiki Results Formats since the main fields from all records in the version 7.0 database are now available on the wiki - see Open Education Initiatives


15 August 2014 POERUP OER and MOOC Map Tools - new release of database

Release 7 of the POERUP Open Education database was uploaded last night and is now available on the POERUP OER Map Tool at http://www.poerup.org.uk/

The software is also slightly upgraded to present a more elegant view on screens for a specific initiative. Apart from bug-fixes it is now essentially in the form that we shall deliver in the POERUP Final Report in September.

For OER enthusiasts there is a version of the database mounted at http://oer.poerup.org.uk/ which restricts all searches to the 308 entries typed as OER.

The API is also working but with some limitations at present due to security and performance constraints.

There will be one more update to the database, in September when the POERUP project reports to the EU.

8 August 2014 POERUP OER Map in new home

After some weeks since the EDEN conference when it was hanging around on obscure URLs and port numbers, the POERUP OER Map is now in its semi-permanent project home at http://www.poerup.org.uk

In addition we have opened up the database to display full records now, as part of the PR campaign for POERUP ahead of the Autumn conference season – starting with ALT-C 2014 in the UK in early September.

There is still work to be done on on improving the display (especially tabulation of initiative details) and further improving the search features, but it is not far from the state that we intend to get it to before the POERUP project does its final report in September. Expect further developments also on the editing front and better links to the POERUP wiki.

On a technical note, the Map can now export searches from the database in Open Linked Data format - see http://www.poerup.org.uk/api/ - and wherever possible it relies on international standards for country, region and language codes.

The database entries are still unchanged at 360 but there is an upload scheduled for middle of August to take it up to around 500 entries – including all of Open Courseware Consortium (from our US work) and more or less up to date on FutureLearn new announcements.

In the last two weeks of August the plan is to work through the remaining tables that POERUP staff and consultants have provided and add these too, after curating them.


12 June 2014 - POERUP OER Map Tool released to beta testing

Following a successful demonstration yesterday at the EDEN 2014 conference in Zagreb, Croatia, we are pleased to release the POERUP OER Map Tool for beta testing by those interested in OER maps and OER mapping.

At this stage the tool is still being developed and the map database is still being added to and refined, and no warranty can be given as to accuracy or completeness of the information.

10 April 2014 - POERUP project extended for two months

We can announce today that the funding period of the POERUP project is extended until 30 June 2014. In particular this will allow POERUP staff to present POERUP results conferences in May and June including EFQUEL Innovation Forum 2014 Crete in May and EDEN 2014 Zagreb Croatia in June.

The reporting phase of the project will now run over summer 2014.

This is as a consequence of certain amendments to the project including the loss of one partner: Sero has taken over this partner's work. A number of activities have been held back pending this amendment and activity levels are rising. In particular a large programme of updates to country pages is now under way. See the 8 April news for another consequence.

POERUP looks forward to seeing its many colleagues and co-workers at the April conferences OCWC 2014 Ljubljana Slovenia and OER14 Newcastle England where case studies will be presented on ALISON and FutureLearn respectively.

We also would like to draw your attention to the International policies workshop at OCWC 2014 - focussing on Opening Up Education and its relevance to OER policies in Member States.


8 April 2014 - common data collection format for OER maps

A common open data collection template for OER, MOOC, Opening up Education, distance learning and related initiatives has been released by POERUP and is now being used by POERUP staff and consultants for the final round of data collection of initiatives and policies, and for use in mapping OER initiatives and policies in collaboration with eMundus and other interested projects.

18 February 2014 - European Parliament debate on OER

On the 18th of February, Alex Tarkowski on behalf of Creative Commons organized a debate on Really Open Education. Domestic Policies for Open Educational Resources, hosted by Róża Gräfin von Thun und Hohenstein, MEP. The meeting brought together almost 40 experts and stakeholders from a range of educational projects, national schooling systems, and national and international non-governmental organizations across Europe. Robert Schuwer from POERUP and OUNL was there and spoke about Wikiwijs, also a POERUP case study.
