In benchmarking, the term "lagging indicator" is used to denote a criterion or indicator which measures the outcomes of actions already taken. Of course, in a sense every indicator is a lagging indicator, since its value has been determined by some form of measurement. However, the term often has the overtones of an indicator that has been measured at some point in the past, perhaps some months before the "census date" for the benchmarking process - indeed, it is often attributed to those indicators measured at specific times each year, such as student satisfaction, system reliability, percentage of staff registered on the VLE, etc.
